If a board member valued the "relationship" with the other board members or others who wanted the board member to not record a meeting, and that relationship was more important than other purposes, then they might obey as a "favor", which some politicians (hivelink)
doing "favors" for other politicians and leaders is a form of horse trading leadership. This is one way of politicians to work, but I have no interest in this.
